Opening Excel docs from links - can only Save, not Open

I have a user who is trying to open some Excel documents from our Intranet.
When he clicks on the link he only get the option to Save or Cancel. There
is no Open option.
If I try it I get an Open option.

Any ideas why he cannot get the Open option showing?

Hi,
Try "Method 2" at

You might try "Confirm open..." checked and unchecked. Also, I would uncheck
"Browse in same window" so that Excel opens the file rather than IE.
