What happens if a user with Excel 2003 opens an Excel 2007 file that has more
than the max number of columns as permitted by 2003? (up to column IV)

Do they just not see the extra columns, or can't they open it in the first
place?

Excel 2003 users can download and install the Compatibility Pack so's they
can open 2007 files in 2003.

Just note that 2007 files opened in 2003 will have the columns and rows
limits of 2003.
