How do i open a .shs file in Vista?

You do not "open" a .shs file, in Vista or anywhere else. It's a "scrap file",
described at http://support.microsoft.com/kb/138275.

If you know where the .shs file came from and you trust that source not to have
a virus infection (see http://filext.com/file-extension/SHS), and if it contains
part of a Word document or something else that Word can display, then you can
drag the icon and drop it into a Word document.

.SHS files require office 2003. This extension and some others which can
contain other excutable contents are not supported with office 2007.
