Fred,
The two files should be present in the "%windir%\system32\wbem" folder. Otherwise try expanding new copies from the Windows XP CD.
- CmdEvTgProv.dll
- policman.dll

No luck but maybe a clue.
The 1st suggestion jsifaq.com did not help.
The 2nd provided WMIdiag diagnostic program from MS which I ran giving a
txt log with errors flagged as follows:
2 VMI files missing:

I tried to find these files on my wifes computer (XP-SP2) but could not.
Also:
