windows mail won't open from toolbar (vista h p)

Which toolbar? Does it open from the Start menu?

opens fine from start menu it wont open from the toolbar next to home page

i used the customize to add read mail it's on the toolbar but it won't open
mail

Apparently you mean the 'Read Mail' icon that is on Internet Explorer's toolbar.
Try this fix:
Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on "Windows
Mail". If it doesn't respond with "This program has all its defaults"
then fix it by clicking on the option indicated by the first green arrow.
