Open web page on startup

I'm not exactly sure where to post this message, so I'll start here. I have
a kiosk-type setup, with an XP machine that connects to the network via
802.11. On Startup, it runs an IE session in kiosk mode. The trouble is that
IE loads before the 802.11 connection is completed. This means that users
get a "Page not found" error. It's pretty straightforward to just Alt + F4
out of IE, then run it again, but is there a way to delay the starting of IE
until the network connection is complete?
