Open Method(window or document)

Can anyone answer a question in regards to the best way or
technique to hide the toolbar and address bar, like the
open methed used in Javascript.
oNewDoc = document.open(sUrl [, sName] [, sFeatures] [,
bReplace])

What are we talking about here, do you want to hide the toolbar and address
bar in the client's browser? If so, why not use Javascript?
