Two ways you could have found the download, had you made even the
slightest effort to do so:
1. Read the article you cited, which says, "The add-on program for
Word can already be downloaded from the SourceForge project page...".
2. Go to www.microsoft.com and search for "open source translator"
(without quotes). One of the search results is
http://www.microsoft.com/presspass/press/2007/jan07/02-01OpenXMLPR.mspx
, which contains a link to the download at
http://sourceforge.net/projects/odf-converter .

Sorry didn't see that
