open attachment as read only

I notice that sometimes when I open a document attached in an email, the
document opens in read only mode; but sometimes not. Is there a user option
to define the desired behaviour?

IIRC the attachment open Read Only when you open it from the Reading Pane.
When you first open the message and then the attachment it doesn't
