Open applications not showing on the task bar

I've got a user that is having an issue with his programs not showing up on
the task bar.

I have seen this issue temporarily on my own machine, but when I close one
of the programs I've got open that I'm really not using, it makes everything
come back on the task bar.

This is not the case with this users machine. I found another post from
earlier this month that is about this same very issue, but this machine
doesn't have the virus that the article in the reply states.

This is a P IV machine with 512 mb of RAM with Windows XP SP2.

Does anyone know of other anomolies that might be causing this problem?

That seems to have fixed the problem, but I think there's something else
going on with this machine. When the tool attempted to restart the explorer
shell, it never came back. I rebooted the machine and it came back, but it
looks different than I've ever seen a taskbar look.
