Open Access from Web Site and Write Entry in Startup Form

After opening an Access application from a website link, is there a way to
write a value from the website into a textbox on the hidden startup form.
 
Okay:

How about the opposite. Maybe Access could read a value from the website or
perhaps that value could be written by the website to a text file and then
Access could read the value from the text file.
