Open a Access Database without using Access

Can you open a Acess database without having to use access. i have create a
database i want to transfer to a different computer which does not have
Access on it. It there a way i can open an access database without the need
for Access to open aswel.

i've heard microsoft office developer extension can do this, does anyone
know where i can get a copy of this?
 
There is a runtime version of Access that is free to the end user. However,
the license & tools necessary to distribute the runtime with your
applications are not included with Access or Office Pro. How you get these
tools depends on your version of Access.

Basically, up through Access 2002/XP, the developer edition of Office
included these tools; beginnign with Access/Office 2003, they are included in
an add-on called Visual Studio Tools for the Microsoft Office System.

Access run-time is available, however it is still ACCESS. The only other
option that I can think of would be something that connects to the file
and exposes the data via ODBC.
