Only Partial Sharing

Two Vista Computers. Computer a can see everything on computer b, computer b
can only see "Public" folders on a. All drives on both computers have full
permissions and full access. No passwords. Tried with firewalls off. No
luck. Checked all settings on both computers and they seem to be identical
and the same.
