Is it possible to only let the user access one specific web page ?

Might be but it won't be a registry solution. One method would be port
filtering. Port filtering in Windows 2000 is done in Control
Panel|Network|"connection"|Properties|Tcp/Ip|Properties|Advanced|Options|Tcp/Ip

OK, not a specific page. Filter the ip address of the domain that holds the
web page. Also this would be a machine level not a user level setting. I'd
ask in one of the IE groups but there probably is no native solution.

I didn't phrase it correctly..I do want the user to acces a domain not only
an specific page.. and being a machine level setting would be o.k.
Where exactly do i type the ip for the domain ?

Sorry ....... !! Apparently I'm losing my mind today. You don't want port
filtering. You'll want to block all traffic on the connection with the
exception of a scope defined for domain's IP address. You'll need a firewall
to accomplish this.
