Only one browse window can be opened.

Ever since my profile got corrupted and a new one created
for the account, IE could only open one browse window, by
any means a new browse window opens, the old one
disappeared. Any ideas?

I tried
IE->tool->internet option->advanced -> disable reuse
windows in launching shortcuts.
Explore->tool->folder option -> pick open folder in its
own window.

Still does not work.
