Online PDF files open as Admin but not as user

As a user, I can open PDF files on my hard drive but an online PDF file gets
an error saying "Could not launch Acrobat".
If I switch to Administrator that online file will work ok. Also some
programs will run as Administrator but not as a user.

Any suggestions,

I guess I'll try to get help from Adobe.
