One Click Deployment FPSE?

I tried to Publish my application, but I was told my website did not have
FrontPage Extensions installed

However, FPSE is no longer downloadable through Microsoft from what I've
found.

How can I get this downloaded, so I can use the Publish Feature?

(also, is this what they mean by Click Once Deployment?)

Try publishing your application using FTP instead of HTTP. I seem to have a
dim memory that FPSE is only required if you are using HTTP to actually move
the files.
