OLE Object Failed?

If I create a new form, add an unbound object frame, choose create from file
and select a .bmp file. I receive the following message.

The operation on the OLE object failed.
The OLE server may not be registered.
To register the OLE server, reinstall it.


What is the problem? How do I correct this?
 
If I attempt to register ole.dll it fails. I also say an ole32.dll and
tried it as well with no luck. Is their a support article that directly
deals with this issue. I am running Office 2003 Pro.

I also tried running the repair but that did not help either.
 
Also should mention that I can insert the same .bmp file into Word and Excel
without any issue. If I do Insert Picture in Access it will place the
picture on the form. It just will not allow me to do the insert object
(bound or unbound).
