Old versions Errorr 2003 does not, with blank "To" addressee

How can I make 2003 error if leave "To" (addressee) blank? Old versions used
to error when hitting send. 2003 just sends it to nowhere.
 
No it doesn't. If you leave To, CC and BCC empty it will give an error.
Filling in at least one of these field is required.
