OL2003 Junk email set to High, still misses lots of spam

I have OL2003 Junk email filter set to high, still misses
a lot of spam, maybe 10-15 per day. Roughly misses about
20%. I have never had any legit emails filtered, it works
great that way.

There was a time during the Beta phase and the early days
of the final release where the filter was working with a
nearly perfect success ratio...What happened?

Why is junk getting thru, and how can I stop it with out
buying an ad-in product?
