OL2003 closing - but not ending in task manager

My OL2003 seems to close down completely only occasionally. If I check task
manager...it's usually still running...and I have to click and end task.

This is a problem..cause if I restart OL later...and haven't closed the
rogue running occurrence...there's tow or three different outlooks
running...which can screw up various things ?

Is there an answer for why OL2003 does not close down completely ?
