OL2003: Cannot create folder

Got a user complaining he can not create folders in Outlook 2003 any
more. He is in Exchange mode. If I use OWA or log him on to another
machine and set his mail profile up, it works fine.

On his machine I have tried the following:

1. Fully patched up his Outlook 2003 install.
2. Run ScanOST against his OST file (No errors).
3. Run Help -> Detect and Repair
4. Tries CMD Line -> outlook /resetfolders

Still no luck. Any ideas/clues? Thanks!

Is this on one specific folder or can't he create folders throughout the
whole mailbox? Does it work when you try to create a subfolder for another
folder? Does it work when you disable the cached exchange mode?

It could be a long shot but clearing the Deleted Items folder and then
restart Outlook could work as well

All of them, tested calendars, inbox, contact and other random mail
folders the user had.
Does it work when you try to create a subfolder for another
folder?

No the same symptom afflicts all sub-folders.
Does it work when you disable the cached exchange mode?

No, it still happens with cached mode disabled.
It could be a long shot but clearing the Deleted Items folder and then
restart Outlook could work as well

Bingo! I exported the users Deleted Items, then I deleted them. Then I
close and restarted. I could now add new folders, but also the deleted
items were still there! (V Bizarre). Can I ask, what was the logic in
suggesting deleting the deleted items folder? Thanks for the tip!

did you check permissions on the folders? Right click on the folder and
choose properties, permissions.

Haha, the logic, where are my Vulcan skills when you need them :)

Lets say experience with the program. Issues regarding deleting and moving
items can be often solved by clearing he Deleted Items folder. It is also
part of my basic troubleshooting for issues when all logic seems to be lost.
