OL 2007 publish form how?

I'm using Outlook as a POP3 client to my ISP. In older versions of Outlook I
could create boilerplate by choosing Form / Publish form from the menu of a
mail item I was creating. In Outlook 2007 I haven't been able to see how to
do this. Is it still possible?

You shouldn't be using custom forms for that. Instead, consider using
QuickParts.

If you still want to go the custom forms way, you'll first need to enable
the Developer Ribbon tab;
Tools-> Options-> tab Other-> Advanced Options-> Show Developer tab in the
Ribbon
