I have downloaded the Windows XP Service Pack 2 Support Tools from
download.microsoft.com (WindowsXP-KB838079-SupportTools-ENU.exe) and
installed it on a Windows XP Professional SP2.

The help file that was installed with the package contains description of
the OH.EXE tool (Open Handles):
ms-its:C:\WINDOWS\Help\suptools.chm::/oh.htm

But I cannot find the oh.exe file among the Support Tools files (in the
"C:\Program Files\Support Tools" directory).

Does anyone know the reason that the file is missing?

It's not included in the WinXP support tools but you can use the one
from the Windows Server 2003 Resource Kit Tools:
