Is there a way to keep Windows always offline, after any restart too?

In fact, even if you select offline mode (from Internet Explorer or Outlook
Express/Windows Mail, etc) after each restart of Windows you'll find online!

How to find offline anytime?

There's an internal modem (dial-up 56k). When I shutdown Windows I usually
close che Internet connection.

Internal modems are difficult to disable.
One (rather awkward) way is to unplug the telephone cord.
This isn't really an email issue, so you may get better advice
from a different group of experts. Try the following newsgroup:

That server name should be uit.telenet.be instead of telenet.be.
