Office won't uninstall old versions via GPO push

I used the ORK and made a MST file. During the wizard process I tried
both
options using the Custom Install Wizard. That is, I tried default Setup

Behavor, and, Remove the following versions (Remove all selected).

Office 2003 installs with no questions asked. But Office 2000 stays on

machine.

On my Group Policy, I have choosen Publish to users, not computers.
instlalation user interface is maximum. But I tried Basic too.

I am stumped. Can you help please?
