No. It's an EXE file, which rather surprised me.

Still unable to access the site....IE7 keeps saying that Internet Explorer
cannot display the page.....

I got this because I use MS OneCare. If that's your case, you can turn off
the OneCare firewall and turn on Windows Firewall and get through.

There's also a fix for the OneCare issue, but it takes time to type out. If
that's your issue, then let me know and I'll share what I found out that
made it work for me.
