Office 2003 offline error

When I attempt to launch Outlook 2003 offline I get the following error
message;

Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened.

I connect to a MS Exchange server and have a personal folder (.pst file) on
my PC. Outlook launchs fine when I'm connected to the server.

I have seen many such issues posted but I was unable to make any of the
given solutions work.

1. Ran the SCANPST.exe agaist my .pst file.
2. Added the .pst file using the Control Panel -> Mail options.
3. Ensured that Outlook is pointing to the correct data file by checking the
File -> Data File Management option.

None of the above resolved my issue. Any ideas anyone?
 
This is because your default delivery location is a server. If the default
delivery location cannot be reached Outlook will not start. You can resolve
this by enabling Cached Exchange Mode for your Exchange account. You can do
this in your account settings.
