Sorry if this is off topic but may not be to some. Recently after taking my
system in for upgrade it was discovered that two capacitors on my mobo had a
brown decolourisation on top. I was told that the capacitors were leaking
and my board was on the way out. I'm wondering if it may be oxidization,
and what effect evaporative cooling in my house has on computer
motherboard components. I know this is not a hardware group however damaged
components could be the cause of many system errors reported here.

You were told the truth. Many motherboards have this problem.
Suggest you replace the motherboard ASAP...it is going to die from the
problem.

If you are skilled with a soldering iron, one of the nice weller station
ones, you can replace the bad CAP's with new ones of the same values and
your board will be fine.

If you are going to keep using the board, but you can't repair it, you
should remove them before they make the board more unstable or short
out.
