Is there a limit on the number of Personal folders that can be in a mailbox?
Not the size of the folders which is 2gb but the number of folders that be in
a mailbox.

Number of folders in a PST, yes. For legacy (Outlook 97/2002) PST files the
folder count is something line 65,535 per folder.

I have a user that has 216 personal folders in mailbox is there a maximum
number of folders a mailbox can store?

Again, a single PST file will allow 65,535 folders per folder. Hopefully
you are not asking how many PST files Outlook can have open at 1 time.

the only limit is based on the version of outlook, whether large table
support is enabled, and the pst format (ansi or unicode). You can have 16000
to 65000 items per folder in older versions, unlimited in outlook 2003/2007
with unicode format. An item can be a message or a folder - so you could
have 12000 folders and 1000 messages or 1000 folders and 12000 messages.

The real problem with some many folders is not how many you can have but why
you have that many - it gets really hard to find things when you have so
many folders.
