OEM Preinstallation not working

I am using the "OPK Windows XP Service Pack 1"
preinstallation kit CD. I am installing Windows XP Home.
I am using the "Networked Preinstallation" method.
(1) I have installed and run the Setup Manager on my
technician computer. I have made a distributions share
for the OPK and product files. I have added the XP Home
product. I have made a configuration set and made a WIN
PE floppy.
(2) I put the OPK CD in the CD drive, the PE floppy in
the floppy drive, then boot from the CD.
(3)The preinstall program starts and successfully does;
(a) Setting display resolution
(b) Partitioning disks and formatting drives
(c) Starting Networks
(d) Installing the Configuration Set (It successfully
copies all of the WinXP files and sysprep files from my
technician computer to the computer I am installing XP
on. It puts them into two folders, i386 and sysprep.
There are also some files in the root such as ntldr,
ntdetect and txtsetup.sif.
(e) Finishing WinPE
(4) Here is where the problem starts. It then reboots.
(a)If I let it boot off of the hard drive, it enters
Windows Setup, asks for the Windows XP Home CD, recopies
all of the system files, then runs the install, asking me
all the questions the answer file already has (What time
zone, name of computer, etc., etc.) It's supposed to be
an unattended install, why is it recopying the files and
asking me the questions?
(b)If I let it boot off of the OPK CD, it just starts
the process all over.

I'm not sure what I should be booting off of at this
point, but neither one works. Any ideas?
