OE Save Attachment& Open Attachment Not Working

My sister's new XP Home computer has Outlook
Express as her main mail client. She is unable to
open up attachments and save attachment as they
are greyed out by the OE program.
I downloaded a small tweak from Kelly's Korner to
unblock it, but it does not work.
How do you solve the problem?
Even XP help and support does not seem to have any
advice on it.
