OE Removed access to unsafe attachment

In the past few weeks I cannot get to my attachments in
Outlook express. The is a cream bar across the top of
each email and it say the following "OE removed access
to the following unsafe attachments in your mail:Security
Patahces - Follow up.eml

I am not sure what to do? Could someone tell me what this
means, do I have a virus??

Please help-
