OE on W2K running slow

I'm running OE6 on W2K with 2 identities. One of the
identities take approx 15 secs or so to open the create
message window when composing a new message. This only
seems to happen on the first ocurance and is only 3-4 secs
thereafter. The other identity appears to be woking
fine. I've tried many of the fixes and even created a new
identity having the same effects...can anyone provide me
any advice on how to fix?
