OE inbox wouldn't open

Last night my laptop shut down suddenly while I was working online. I
restarted it & opened my Outlook Express 6 program. It loaded fine but when I
tried to open my inbox for my incoming account it wouldn't open. I went to my
email account online & can see my email there fine. It does not seem to be
downloading to my OE. When I switch identities in OE I have no problem
opening my other inboxes (other servers).
I get this error message when I hit send/receive in OE:
An unknown error has occurred. Account: 'pophost.suffolk.lib.ny.us', Server:
'pophost.suffolk.lib.ny.us', Protocol: POP3, Port: 110, Secure(SSL): No,
Error Number: 0x800C013E
Can you help me?
Thank you,

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, Mikki asked:
