Odd problem with Task Manager

I'm having an odd problem with task manager on my machine. When I
bring it up, I only have the screen showing the process list. The
tabs and pull down menus are not shown. The box on the taskbar also
has nothing in it and I can't right-mouse-click on it and select
close. The only way to close it is to use Alt-F4 or kill the TASKMGR
process. Any ideas what might be causing this? Is there a registry
key that stores the preferences for the task manager?

double click on the grey border around Task Manager
 
I had the same thing a while back,
If I recall, it was fixed by right clicking or double clicking somewhere in
the title or the message bars.

Sorry to be so vague, it was simple, just obscure. It brought up a menu box
with settings.

You're running Task Manager in "Small Footprint Mode." Simply
double-click anywhere along the top or side borders to return to a
normal view. Alternatively, pressing <Ctrl>+<Tab> will allow you to
cycle between the various displays, and <Alt>+<F4> will close it.
