ocx files fail to register when installing an application

The company I work for just purchased our first xp machine with sp2
preinstalled. When I go to install some software I get an error that says
"Files failed to self register, Cscmd32.ocx and cstext32.ocx, After clicking
ok on the error the installation finishes. When I try to load the program I
get an error of "Coponents cstext32.ocx or one of its dependoncies not
correctly registered. A file is missing or invalid". My question is, is there
a way to self register these files. When I try using regsvr32. it says I
cannot register the file and gives the return code of 0x80040200. We are able
to run this same application with a windows xp box that has been upgraded to
SP2, without any problems.

In regedt32.exe, open the root hives Hkey_local_machine, and Hkey_Current
_User, edit menu, Permissions, to grant access to the Administrator group,
also checking the box to apply to all subkeys.
