O2007 no InfoBar, no pictures in HTML

I've upgraded to O2007 on a XP SP2 PC. In stead of pictures I get red a red X
in HTML mails. There is no InfoBar so there is no option to correct this. I
have deselected the "do not download" option in the Trustcentre.

When starting O2007 in Safemode I do see the pictures in emails from trusted
senders and in email from new senders I do get the InfoBar. I've tried
repairing the installation (no success) and removed and reinstalled O2007 (no
success).

Any help would be greatly appreciated!

Check for any add-ins. If you see the images in safe mode, then it usually
means you have an add-in interfering.
 
Brian, thanks! I de-activated them all, rebooted but still no Infobar and no
downloaded pictures. Any suggestions?

Try deleting the (hidden) file %AppData%\Microsoft\Outlook\outcmd.dat. Try
a new mail profile.
 
Both didn't work, still no infobar and pictures
