O.T. Javascript always on top

This is a bit off topic, (actually WAY off topic). Anyone aware of a
way to use javascript to keep a browser window on top? I want to write
a little utility for work, and it would be nice if it was always on
top.

I want to try avoiding external programs to make it stay on top.

Well, it's an external program in Windows, but if you can't find your
Java, take a look at this.
