Number of Multi-users

What is the number of people who can share an excel spreadsheet and edit at
the same time?
 
In Excel's Help, under "Excel specifications and limits", it says:

Users who can open and share a shared workbook -- 256
 
I saw that Microsoft says the limit is 256. However, we have a workbook (in
Excel 2003) that is not allowing additional people to open the workbook when
about 5 or 6 have it open. Is this a limitation of Excel 2003?
