In regedit, navigate to HKEY_CURRENT_USER\Control Panel\Keyboard
Then double-click the InitialKeyboardIndicators value on the right
Change the value to 0 and exit the registry.

This is done in the bios of your system. When you boot go
to ther bios and there shouild be an option for num lock
ON/OFF. It is not set within the OS itself or that I have
ever seen before.
Further to the advice by "purplehaz". I turn "Numlock" on, shutdown and
restart then "Numlock" will be on already independenant of the BIOS.
