#Num Error with Rate Function

I can't seem to get rid off the #Num Error when the Rate function is se
up as follows: =RATE(360,599.95,10000,0,0,0.1). Iteration is turned o
with these settings: Maximum iterations: 100, Maximum change: .001
Using Excel 2003. Any help would be appreciated. Thanks
