NTVDM KERNEL: error message problem installing programs

Hey, I am trying to install a couple of old programs that
worked on 98 but now won't install on XP Pro, after
loading and clicking on the install button from the
autorun I get the following message:

NTVDM KERNEL: missing 16-bit system module
please re-install the following module to your system32
directory:
USER.EXE

I have tried the compatability options and nothing
worked.

programs its older siblings liked. They won't run
properly under XP.


That's true of *some* older programs. However most Windows 98
programs run just fine under XP.
