NTVD KERNEL: Missing 16-bit system module

When I try to install my Epson Stylus C44 printer driver from the CD I get
this error code, including "Please re-install the following module to your
system32 directory: USER.EXE". Can anyone help explain to me how to do this?
My computer went down recently and I had to reinstall Windows XP Home, it
left programs not working, dlls missing, and I'm still finding problems.

I'm really grateful to anyone who takes the time to answer this question.

NTVDM KERNEL: missing 16-bit system module
please re-install the following module to your system32
directory: USER.EXE

NTVDM is NTVDM.exe is the NT Virtual DOS Machine. NTVDM.exe runs old 16-bit
applications.

USER.EXE is the Windows User-interface core component

USER.EXE should be in both of these folders.

C:\WINDOWS\system32
and
C:\WINDOWS\system32\dllcache

If USER.EXE is missing from C:\WINDOWS\system32 copy it from
C:\WINDOWS\system32\dllcache and paste it into
C:\WINDOWS\system32

Or try running the System File Checker (sfc.exe)...

Load your XP CD in your CD drive.

Start | Run | Type or paste: sfc /scannow | Click OK

If you have XP Home and it asks for your XP Pro CD, see this KB article...

You may be prompted to insert a Windows XP Professional CD when you run the
System File Checker tool in Windows XP Home Edition
