I'm pretty new to all of this so please bear with me. I've had problems with
slow responses to just about everything. While searching for a solution I
came across a file called NTUSER in my documents & settings folder. It is
8448K in size and shows as a Video CD Movie file. It's properties indicate
it is a .dat file. I've tried to delete it but get a message that it is in
use by another program or user. First of all, do I need help or should I
just let it alone? If I need help, what should I do? Thank you, xcopper.

Leave it alone. It is not a Video CD movie. The NTUSER.DAT file is
the user-specific portion of the Windows registry. It contains all of
your desktop settings, program customizations, etc. You most definitely
do not want to delete it or manipulate it in any way, unless you're
willing to render your current user profile unusable.

Deleting necessary system files is *not* the way to troubleshoot Windows.

If you care to state the *exact* problem your machine is having...
chances are you can get good help here.

A sampling of info available from Wikipedia with a search there on
ntuser.dat

NTUSER.DAT - Within the root of the profile, a file named NTUSER.DAT
contains the user's personalized settings for the majority of software
installed on the computer, including Windows itself. When the user logs-on,
NTUSER.DAT becomes merged with the computer's registry, such that it appears
as the HKEY_CURRENT_USER branch of the registry tree. NTUSER.DAT is held
open for writing (i.e. 'locked') for the entire time the user remains
logged-on, hence somewhat paradoxically this file cannot be copied or
backed-up by its owner, but only by another user, whilst the owner is
logged-off.
