Can you use the net time command to sync with a 6509 cisco
switch. My cisco switch is using NTP to go toa public IP
address to sync time.

Net Time will allow you to synch with any device running the Simple Network
Time Protocol. Net Time /SETSNTP:device1
 
I was able to that. I pointed my server at the 6509 switch
but the time does not seem to sync. Is their any other
steps I would need to accomplish.

Does the Cisco switch support serving as an NTP host? Yes, it's a client
and it can synchronize its time with a host; but can it be a host and serve
time to others?
 
Thats what I am wondering does cisco support this.
