NTLDR missing from XPe image

I'm trying to build my first XPe image for new target hw.
I ran TAP and imported the pmq into TD to build my initial image.
I resolved the conflicts and filled in as many components settings as I knew
of that were required. Check Dependency shows zero errors.
When I do the build, NT Loader shows up in the log as being 'built' but is
missing from the component size listing and the build completes with no
warnings or errors.
NTLDR and NTDetect.com are missing from my image and now the size of NT
Loader component is 0.
Am I missing a component or did I skip a step somewhere?

Sounds like you are building a debug build. Only release builds are
supported.
