Copy it from the I386 folder on the WinXP CD to the root of the system
partition (normally C:\) from the Recovery Console.

copy /y X:\I386\ntldr C:\

(substitute your normal CD drive letter for "X").

If your system was preinstalled and you have no CD, then use the six floppy
set and copy from the I386 folder that the manufacturer likely placed on
your hard drive.

copy /y C:\I386\ntldr C:\

Using the WinXP Boot floppy set:

Then remove the boot media and restart the system.
