First off would it be possible to boot from the CD instead
of using the floppies? If its a new computer you should
be able to just put the CD in, and it will start from
there. Should get a prompt that says "Press any key to
start from CD" or something close.

Could be that the floppy disk is bad. If you can try to
recreate the floppies on another system (If I remember
right you use "winnt /ox" to create the disks), and try
again. Also could be a bad floppy drive. Swap drives
from another system.
