I just bought a dell xps with window xp pro on it. I am
not a part of a network, strickly stand along (I have
cable modem). Question. I'd like to have private folders
since I have multiple users in the house. I read
somewhere that the HD needs to be in NTFS format for that
to be possible. I don't know what that is. How can I
found out if my HD is in that format? Currently if I
click on properties of a folder, then go to security,
the "make this folder privite" is greyed out.

The answer to your question (and more) is on your machine already..

Start -> Help and Support
Search for:
NTFS

In the "Overviews, Articles and Tutorials" section, read the one titled
"Choosing between NTFS, FAT and FAT32" <- should tell you everything you
need to know including HOW to convert if needed.
 
Right click the drive itself in Windows Explorer and select Properties. On the General tab, it will tell you what file system you're using.

XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing. Now, when you right click on a drive, folder or file (on an NTFS partition) and select Properties, you'll see a Security tab. Here you can assign or deny permissions based on user name or user group membership.

If your hard disk/partition is not NTFS you will need to convert it. To do this, open a Command Prompt window and enter the following command:

CONVERT X: /FS:NTFS

Where X: is the drive letter you wish to convert. You may also want to see http://www.aumha.org/a/ntfscvt.htm to ensure that you're getting the optimal conversion.

After this step is completed and you've rebooted the computer, if necessary:
